The easiest way is to use a file synchronization service such as…
There are of course many other cloud synchronization services, these are just the ones I am the most familiar with.
Then, using your computer copy the file you download into the directory used by the application you have chosen.
Next, install the application on your phone or tablet and log in using the same credentials as your computer. The file should then synchronize between the devices.
Personally I live and breathe cloud storage services and use DropBox, OneDrive and Google Drive. With all the viruses these days and the fact they seem to be making computers cheaper and cheaper, I just do not trust anything I store on a computer, everything is synchronized to the cloud somewhere.
DropBox is the best synchronizing system to use with the Scrivener application I use to write my books with. It allows me to write using my computer, or if I have to be travelling I can write using my iPhone or iPad. I just use the free version, which has 2GB of storage and is only good for synchronizing up to 3 devices.
OneDrive I use because it comes with my copy of Microsoft Office 365 and gives me a ton of storage (1TB). So I set my Scrivener program up to send my backup files to OneDrive and it’s also where I store all my important files and backups.
Google Drive I use for any files that I share publicly with people. It’s free and gives you 15GB of storage for free.
